ROTHER LOCAL PLAN – 3 LOCATIONS IN GUESTLING PARISH

Rother Local Plan – Proposed Submission Version (Regulation 19) – Invitation to comment

Rother District Council is preparing a new Local Plan. The Local Plan is the blueprint for how Rother could develop and change up to 2042. It sets out where new homes, jobs, facilities and infrastructure may be located, while protecting the district’s valued landscapes, heritage and character.

Following two earlier periods of public consultation in 2024 and early 2026, we have now published the Rother Local Plan 2025–2042: Proposed Submission Version and its supporting documents for a 6-week period for representations.

This formal Regulation 19 publication stage, which is open from Monday 12th October 2026 until 23:59 on Tuesday 24th November 2026, is your opportunity to review the plan and submit representations on whether it meets statutory legal requirements and national tests of soundness before it is submitted to the Secretary of State for independent examination. Further details are available in our Statement of Representations Procedure (available on the Council’s website at www.rother.gov.uk/draftlocalplan2026).

The Plan and supporting evidence base, including the Sustainability Appraisal and Habitats Regulations Assessment, can be viewed online at www.rother.gov.uk/draftlocalplan2026, and at the Rother District Council offices at the Town Hall, London Road, Bexhill-on-Sea during normal opening hours. Hard copies of the Plan will also be available for public inspection at the libraries in Bexhill, Battle, Rye, Wadhurst and Northiam during their opening hours.

Representations should be made online using our consultation portal at www.rother.gov.uk/draftlocalplan2026. This is the most efficient way of ensuring your representation is received and processed. If you are unable to use the consultation portal, representations can be submitted using our Response Form, available on the Council’s website, and sent to us by email to draftlocalplan@rother.gov.uk, or by post to the Planning Policy Team, Rother District Council, Town Hall, Bexhill-on-Sea, TN39 3JX. Paper copies of the Response Form and the Statement of Representations Procedure will also be available from the Council Offices at Bexhill Town Hall and the libraries listed above.

For more information, including full details of how to make and submit representations, please carefully read the Statement of Representations Procedure and Representations Guidance Note, available on the Council’s website here: www.rother.gov.uk/draftlocalplan2026.

Please ensure your representation is received before the deadline of 23:59 on Tuesday 24th November. Late representations will not be considered.
